Embankment dams account for approximately 80% of all dams in hydraulic developments. Recently, climate change, leading to more significant and frequent floods, has had a major impact on dam operations and safety. The risks of overtopping and the progressive weakening of watertight elements due to water action, which account for 50% of failures, have therefore increased.

Importance and Regulation

Additionally, the seismic design loads mandated by the standards were increased in the 2020 version of the National Building Code due to an upward reassessment of seismic hazards. Embankment dams are critical infrastructures for the economic development of Canada and Quebec, supplying 60% of all electricity produced in the country. Furthermore, they contribute to water regulation and ensure the safety and comfort of all citizens.

In Quebec, the Dam Safety Act and its implementing regulations require dam owners to comply with minimum safety standards concerning flood resistance and seismic resistance.
